Research Program Evaluation Specialist
High Performance Technologies, Inc. (HPTech) is an infrastructure-centered firm focusing on practice, research, policy, and technology transfer. HPTech was established in 2003 with the primary purpose of serving the U.S. federal government at their facilities and project sites. This position will support the organization's research management efforts by designing, conducting, implementing, and monitoring plans and strategies on the impact and effectiveness of various research programs and laboratories. These research programs and laboratories, primarily in the areas of highway pavements and bridges, have been in place for many years and it’s time to evaluate their beneficial impacts to the stakeholders and their return on investment. The specialist will work with stakeholders to develop evaluation plans, collect and analyze data, and communicate findings to improve program effectiveness.
Responsibilities

Develop and implement evaluation plans, including defining evaluation questions, selecting appropriate methodologies (quantitative, qualitative, or mixed methods), and establishing data collection strategies.

Design and administer surveys, conduct interviews and focus groups, collect administrative data, and utilize other appropriate data collection methods.

Analyze both quantitative and qualitative data using appropriate statistical and analytical techniques.

Prepare comprehensive evaluation reports, presentations, and other materials to communicate findings to various stakeholders.

Collaborate with program staff, funders, and other stakeholders to ensure that evaluation findings are understood and used to improve programs.

Provide technical assistance to program staff on data collection, analysis, and reporting.

Contribute to the development of evaluation tools, processes, and best practices to enhance the organization's evaluation capacity.
Qualifications

An advanced degree (Master's, Ph.D.) in a relevant field, such as public policy, economics, operations research, industrial engineering, or statistics.

At least 5 years of related work experience after receiving the Ph.D. degree or 8 years of experience after receiving the master’s degree.

Demonstrated experience in designing and conducting evaluations, including data collection, analysis, and reporting.

Strong analytical and problem-solving skills, proficiency in quantitative and qualitative data analysis methods, and experience with evaluation software (e.g., SPSS, NVivo).

Knowledge of evaluation principles, methodologies, and best practices.

Ability to work independently and as part of a team, strong organizational skills, and attention to detail.

Excellent communication (verbal, written) and interpersonal skills.

Experience with specific evaluation frameworks or models (e.g., logic models, theory of change) preferred.

Experience in the government evaluating engineering and scientific research programs and laboratories preferred.
