Pavement Test Facility Manager

High Performance Technologies, Inc. (HPTech) is an infrastructure-centered firm focusing on practice, research, policy, and technology transfer.  HPTech was established in 2003 with the primary purpose of serving the U.S. federal government at their facilities and project sites.  Our uniqueness lies in our ability to integrate physical sciences, social sciences, engineering, planning, and policy when developing and delivering infrastructure solutions.

HPTech is currently pursuing a task order on a major federal contract, and we are identifying candidates who would be interested in working with us should we be awarded the task order.  At this stage, we are looking for a Pavement Test Facility (PTF) Manager who will be responsible for the oversight of a government-owned state-of-the-art outdoor large-scale pavement testing facility. The PTF uses accelerated testing of full-scale pavement structures to evaluate the performance of new materials, new design and construction practices, and new quality assurance/quality control (QA/QC) test procedures.  The PTF has been in operation for more than 30 years and has supported numerous studies contributing to the development and verification of new specifications, designs, and test procedures for both rigid and flexible pavements.

The PTF manager will be responsible for overall scheduling of facility resources and its day-to-day operations. The PTF manager will also be responsible for ensuring that all equipment are in a state of good repair, equipment calibrations and annual maintenance requirements are upheld, and the facility safety plan is up-to-date. The PTF manager will have experience working in a research laboratory environment with at least 5 years of laboratory management experience. This is a hands-on management position with functional responsibilities equivalent to that of a Research Engineer.  As a researcher, the candidate will identify challenges and opportunities in the instrumentation and monitoring of transportation infrastructure aimed at identifying damages before the integrity and safety of the infrastructure is compromised.

Qualifications

  • Advanced degree (M.S. or Ph.D.) in electrical, electronics, mechanical engineering, or mechatronics.

  • At least 5 years of laboratory management experience in a research environment.

  • Demonstrated experience in heavy equipment operation and maintenance.

  • Demonstrated experience in the development and application of a wide range of sensors (mechanical, electrical, wireless).

  • Demonstrated experience in the use of advanced data acquisition systems.

  • Ability to work with a highly multidisciplinary team of engineers and scientists.

  • Excellent verbal, presentation, and writing skills.

  • Excellent team and collaborative skills.

  • Professional Engineer (P.E.) registration highly desirable.

This anticipated position, which is contingent upon the task order award to HPTech, would be based in McLean, Virginia.

Candidates must be legally authorized to work in the United States.
