P3 Technical Advisor

High Performance Technologies, Inc. (HPTech) is an infrastructure-centered firm focusing on practice, research, policy, and technology transfer.  HPTech was established in 2003 with the primary purpose of serving the U.S. federal government at their facilities and project sites.  Our uniqueness lies in our ability to integrate physical sciences, social sciences, engineering, planning, and policy when developing and delivering infrastructure solutions.

HPTech is currently pursuing a federal contract and we are identifying candidates who would be interested in working with us should we be awarded the contract.  This contract relates to technical advisory services to the lender during and after financing of the public-private partnership (P3) transportation infrastructure projects to mitigate risks to the lender. The technical advisory services include due diligence prior to financial close, and monitoring and reporting services during construction and operation phases of the project.  At this stage, we are looking for a Technical Advisor who will be conducting, leading, and managing efforts in reviewing key provisions related to design, construction, operation, and maintenance, identifying and evaluating risks, and proposing appropriate mitigation measures on P3 projects.


  • Visit and inspect the project site during due diligence.

  • Review, evaluate and advise on geotechnical and site conditions, permitting, construction methodologies, site services, technology, suitability for intended use, and compliance with codes and other legal and regulatory requirements.

  • Advise on the experience and capabilities of project participants involved in building, managing, operating and maintaining the project.

  • Comment on and provide bottom up buildup or other suitable independent verification of construction costs.

  • Evaluate and advise on the expected performance of the project during operations.

  • Review and advise on appropriateness of construction/implementation schedule.

  • Provide an initial “fatal flaws” report identifying any issues that could materially impact the success or performance of the project.

  • Prior to financial close, submit a final report including all findings and recommendations.

  • Conduct regular monitoring and inspection during construction including assessment of progress against original schedule and budget and assessment of any technical and construction issues and defects.

  • Assess operating costs against original and most recent budget and discuss variances.

  • Review major maintenance plans and assess/identify any deferred or accelerated major maintenance.

  • Participate in calls and meetings remotely or in-person.


  • B.S. degree in Civil or Construction Engineering.

  • 10 years of related construction management experience.

  • Experience as owner’s or lender’s representative on P3 transportation infrastructure projects.

  • Excellent verbal, presentation, and writing skills.

  • Excellent team and collaborative skills.

  • Professional Engineer (P.E.) registration highly desirable.

This anticipated position, which is contingent upon the contract award to HPTech, would be based in the Washington, D.C. Metro area.
